TLE2426 can split a relatively high voltage, so that 0V ground becomes a midway point between both the positive supply voltage, and the negative supply voltage. Would mostly be used for low power applications where space needs to be limited.

18V can be split into a ±9V dual supply. One of many alternatives is to just simply use a couple 9V batteries connected in series. Where they connect to each other becomes 0V ground.
The TLE2426 in TO92 package looks just like like a TO-92 transistor. So, it might be useful at times if you want to power a small split supply circuit from a larger single supply circuit without taking up much space.
