A pull up or pull down resistor holds a supply voltage to an input that doesn’t need much if any current.
When a switch that is connected to the other supply voltage is closed, then there is a direct connection to that other supply voltage, and that voltage is applied to the input.
Since the switch makes a direct connection to the opposite supply voltage while it is closed, the input doesn’t see the voltage through the resistor anymore.
