7400 series integrated circuit contains 4 NAND logic gates.
The 74HC00 (HC = high speed CMOS) is the most common version used these days. All of a NAND gate’s inputs need to be high in order for the output to be low. Any low input sets the output high.
7400 series IC are typically powered with 5V. Many of them need to be.
Commonly (but not always) “low” is approx. 0V. Whereas “high” is approx. 5V.
